Chloé Pahud is the founder and CEO of Civocracy, a creative agency and CivicTech platform specializing in citizen engagement.

With 20 years of international experience, including a decade of social entrepreneurship in China, she moved to Berlin with her family, where she has been running Civocracy for almost 10 years.

For Chloé, entrepreneurship is a powerful lever for initiating the social transformations that are close to her heart. Civocracy has developed an innovative cooperative marketing method and a participatory platform that enables communities to be onboarded by the actors of change. The company now works with nearly 250 organizations in Europe, including governments, NGOs and committed businesses.

The mission of Chloé and her team is to decode civic engagement by understanding what drives a “normal” person to act. To achieve this, Civocracy relies on three strategic pillars: the development of inspiring narratives, the creation of impactful alliances and the use of participative strategies.
